Yes, in fact for large bookings, a lot of hotels allow you to confirm
well in advance. In any case, there is never a perfect match in
estimates quoted during bidding and the final cost. A bit of
variation is expected based on a lot of variables, including last
minute sponsors or last minute cancellations.
I might already led to misunderstanding of my concern. Sorry for my poor

I mean the price for the hotel/venue/others is changing all the time with
the inflation of prices of the bidding city. So we should keep in mind that
we may need a lot more money that we planned in the bidding draft.
