Spare with me in a long explanation. I help to make an Cental American
event. We choose a bank that has a regional network, so the same bank
was in all countries. The bank account was setup to receive deposits
from other countries. Everything looked good. Then problem arise. Some
local branches have specific regulation, that you need to be an account
holder in the bank at your country to do a deposit in a international
account, but that do not apply to all countries. Then we hit something
more complex. Regulations trying to stop money laundry, you needed to
provide some paper work in order to do a simple bank deposit. Those are
laws, and they are different in each country. So there was no way to
foretell what will be required at each country unless a local go a
verify that.
This is what makes even more complex dealing with paypal. You don't
know the other side, and not all people that is in the other side is
helping. Not all of them check their local rules, that are locals
because depends on local legislation.

In any case, we don't need much research for your question. We only
need information from countries were we have a credit card holder that
may initiate a reimbursement.
For my case I can not pay with a credit card for a transfer in wester
union. They do not have online services for transfering money
from Nicaragua, and I can not go to their office and pay with a credit
card. I need to use cash. By the way, I can not withdraw money from an
ATM using Fedora's community credit card. So, I can not go to an ATM
get cash and then go to Wester Union. Community credot card are
"visitation" card, created for red hat employees to pay public relation
expenses like travel and dinner.
2. How does
Transferwise.com work for LATAM.
I haven't created an account. But from exploring the web site I can
only send money to countries that I already can sent money using paypal
(Brazil, Colombia and Mexico). It is more or less the case like
payoneer card. Works where paypal already works, so it may be cheaper
or easier for people on those countries. But do not helps much, as it
does not increase the number of countries that we can reach.
