FAS accounts are never deleted. They have two states: Active or
Inactive.
Forcing people to change passwords can also be tricky, even though
that would be very good practice!
Until of course, people use the same password everywhere again,
because they cannot recall the new passwords.

Even better, set the FAS to inactive. It may be a good idea for security
reason to change password, but at the moment we are only exploring the
active vs inactive status. I view the use of renewing the password as a
check box to verify that it is still interested. Not need to set a new
password, it can be allowed to use the same. It can even be another way
of just check in the box "I am alive".
