t1.micro is ebs-only, but we're not yet doing ebs builds. For
now, ignore t1.micro when matching. We'll need to remove this when we get ebs builds
working (with corresponding image and HWP modifications so we won't attempt to start
s3 instances w/ t1.micro HWP setting).

Works for me. I'm now able to deploy a 32-bit instance on a
m1.small hardware profile.
