I'm a little bit on the fence here. On the one hand, I see the value of
forcing everyone to be on the same gem versions, as it ensures consistent
testing. On the other hand, "locking" to a particular version means that it
is difficult to support multiple stacks with slightly different package
versions (I'm thinking F-15 vs. F-16 here).
What do others think here? Is it better to be totally consistent at the
expense of having to carry our own packages, or is it better to try to use what
the operating system gives us where we can?
