Right, this is what I meant by:
To me, quota is only really important as a replacement for billing.
Anything an admin might want to set up billing for, they will need
quotas for in the absence of billing.
If the admin could just bill Mary (or her department) for the S3 storage
usage, there would be no need for the admin to set a quota.
