I think this succinctly defines it best (I think of it a 'cloud user
portal'). To that end it needs to not only distinguish itself from

of Conductor as has already been mentioned a few times, but also from
the native tools for clouds.

So has any thought gone into comparing w/ Horizon, oVirt User Portal,

Yep! We've definitely talked about this.
I'll be honest, I haven't seen the oVirt User Portal, but I have seen
the oVirt WebAdmin (which probably isn't good for any type of
comparison) and Horizon.
I think horizon has a relatively clean look to it, but, like Conductor
there's not a lot of separation between admin functionality and end
user functionality.
Radez is working on Thermal (a UI for Heat, to mimic what CloudFormation
provides in EC2), and that will help by providing the functionality of
spinning up "applications" or "stacks" from directly within Horizon.
But, it will still be part of the larger Horizon body of user experience.
To be honest, though. This distinction is from the top of my head right
now. We'll have to keep these applications in mind as we strive to
better define our niche here.
