As mentioned on IRC, this has got to somehow relate to the TIM/Conductor integration. Basically in your build, Tim::BaseImage is not including PermissionedObject, so that method (active_privilege_target_types) is not being found. I don't know how the knightly build differs from what's on the master branch, but we verified today that, at least on master, this class is working properly.
