Minor correction: for most drivers, there shouldn't be anything that
needs to be configured for DC core. It should be enough to run
'deltacloudd -i mock' and pass any needed config in via the Driver and
Provider headers. In fact, one deltacloudd ought to be enough for most
uses, module network topology.
Exceptions are the RHEV-M driver, which requires that the config server
URL be set in the environment; we will change things so that that can be
passed in through the Provider header.
For VMWare, it also looks like we can avoid server-side state.
The big exception is Falcon, since it's tied fairly intimately to
condor. But for that, you are administering your own cloud anyway.
