The problem is that conductor does double duty: (1) broker for
traditional IaaS clouds (2) orchestrator to enable higher level concepts
(deployables etc.)
Deltacloud is an abstraction of traditional IaaS clouds; as none of the
other clouds (yet) support those higher-level concepts[1], there isn't
anything about those in the API yet.
We can easily add deployables etc. collections to the Deltacloud API,
but without the ability to launch an individual instance, it's very
unclear how much value that provides. Don't get me wrong: I want to see
a Deltacloud API in front of conductor, but I also want it to cover
traditional IaaS functionality, not just conductor-specific bits.

[1] Yes, I know about AWS Cloud Formation; abstracting deployables and
CF into one API will be quite an exercise.
