I have looked through the documentation and have found references to install package 389-admin so that I can run setup-ds-admin.pl and 389-console.
But I can only find the 389-ds-base package in the documented repo on: http://repos.fedorapeople.org/repos/rmeggins/
[root@389 opt]# rpm -qa | grep 389 389-ds-base-libs-1.2.8.2-1.el6_1.3.x86_64 389-ds-base-1.2.8.2-1.el6_1.3.x86_64 [root@389 opt]#
What package and where would I get it from so I can use the console ?

The rest of the packages are available in the regular EPEL6 repo I suggest just running yum install 389-ds so that you will get all of the required packages

That is the version from RHEL6.2. Are you using RHEL6.2? And have you made sure you are up-to-date? Try yum search 389-ds-base and yum search 389-ds-base-libs
