This is a very serious bug if you can reproduce an installation of 389-ds-console and 389-admin-console with no jar files in /usr/share/dirsrv/html/java

After looking at the directory settings, I found that there were a lot of references to the wrong IP address. After solving all of those I am able to get past the issue I raised earlier but the console does not have labels on the settings tabs. What file stores these labels?

 

It seems that my installation is somewhat broken, but as it is currently in use I cannot risk killing the rest of the directory to fix the console.

Check the admin server access logs on the server - /var/log/dirsrv/admin-serv/access - do you see the connection attempt from the Windows box?  If so, what is the URL requested, and what is the response?
You can also edit the windows console .bat file to add -D 9 -f console.log to the argument list after the Console class - run the console with that, edit console.log to remove/obscure any sensitive info, and send it to the list
