Ok.  I don't know how Sun's IDSYNC works - it is possible it doesn't use the DirSync control which requires Replicator privileges.  Can you confirm that "cn=mailadm,cn=Users,dc=ottawa,dc=ad,dc=algonquincollege,dc=com" has Replication/Replicator rights in AD/Windows?

You have to tell directory server which entries you want to sync.
