referint-logchanges attribute of referint plugin serves no purpose right now; it does absolutely nothing.

I found out that this has been reported in the past as well: https://pagure.io/389-ds-base/issue/48185

Do we know what it was supposed to do or what it used to do?

Should we maybe remove it?
